City of Milwaukie - Traffic Regulation (TRG). Traffic Regulation 509 - Temporarily makes the intersection of Willard Street and 27th Avenue an "all-way" stop controlled intersection for the duration of construction of the Lake Road improvements project; temporarily removes "right-turn only" signage. General Description of Regulation: To temporarily make the intersection of SE Willard Street and SE 27th Avenue to be an “All-Way” Stop Sign controlled intersection for all 3 legs for the duration of Construction of the Lake Road Improvements project. In addition, temporarily remove the right-turn only signage and pavement marking allowing left-hand turns from SE Willard Street onto SE 27th Avenue. General Location: The intersection of SE Willard St. and SE 27th Avenue. Need for Traffic Regulation: Construction on Lake Road, as part of the Lake Road Improvements project (CIP2019-S20), requires traffic control to be one-way westbound to allow for a work zone, and a detour installed on SE Washington Street to connect back to Lake Road via SE 34th Avenue. The Dispatch and Routing Supervisor of North Clackamas School District (NCSD) indicated that school buses from Milwaukie High School are not able to travel into downtown Milwaukie due to the narrowness of Main Street and the safety concerns of the heavy and light rail crossings. Therefore, in order to provide a route for school buses to pick up and distribute students in the surrounding areas, buses will need to access northbound 27th Avenue via Willard Street. Due to sight distance concerns, an all-stop intersection needs to be established in order to allow time for buses to make the left turn onto SE 27th Avenue. Description for New Traffic Control Measure(s): Install 2 stop signs, and appropriate new traffic change warnings, on the south, and north approach of the intersection of SE Willard Street and SE 27th Avenue. Bag both the “Right Turn Only” sign and “No Left Turn” sign. Spray paint black the right turn arrow pavement marking at the SE Willard approach.
